Holly Lane Energy Park

Exagen is developing proposals for a solar farm and battery energy storage system on land south of Balsall Common, Solihull.

This project would generate clean, renewable energy through solar photovoltaic panels, which would connect to the electricity grid network to provide power to UK homes, or be stored on site for when it is needed most.

In September 2023 Exagen submitted a full planning application to Solihull Metropolitan Borough Council and Warwick District Council. Links to the planning applications are below:

The applications have been granted permission via an appeal to the Planning Inspectorate, successfully overturning their initial refusal by the two local authorities in February 2024 and April 2024. As part of the appeals, minor amendments to the battery storage compound were consulted on and accepted by the Planning Inspectorate.

    Appeal Submission and Consultation

    Exagen Holly Lane Ltd (the ‘Applicant’) is in the process of submitting appeals to the Planning Inspectorate, against the refusal by Solihull Metropolitan Borough Council and Warwick District Council of the cross-boundary planning application for our Holly Lane Energy Park, which includes a solar farm on land south of Balsall Common (Solihull Metropolitan DC) and a Battery Energy Storage System, Substation and Point of Connection on separate land to the southeast of Balsall Common (Warwick DC).

    The planning applications (SMBC Ref: PL/2023/01952/PPFL and WDC Ref: W/23/1358) were refused and the decision notices issued on 9th February 2024 and 23rd April 2024 respectively.

    As part of the appeal submission, we are proposing some minor amendments to the design. These changes are illustrated on updated plans and reports where necessary, including a specific Summary of Changes document and Summary of Changes Comparison Plan. This update is to notify the public of the consultation on these changes, and to provide the contact details on how you can find out more and make comments.

    This consultation is being facilitated by Exagen Holly Lane Ltd and responses to this consultation will be shared with the Inspector who will consider the Appeal. Comments will be in the public domain and may be referred to during the Appeal.

The solar farm will have an export capacity of 25MW, the equivalent to the annual electricity usage of 9,200 UK homes.

The battery storage facility will provide a 2-hour duration of electricity export per discharge, equating up to 150MWh.
